Why did the blast from Bucky's weapon knock
Cap across the highway? Shouldn't his shield
have absorbed the force due to the vibranium- steel
and adamantium alloy?

His shield did absorb it, and transferred the impact to him...as it should have

You can find all kinds of instances where the traits of Cap's shield contradict what he does with it. If it absorbs impact energy he shouldn't be able to bounce it off walls or knock people back with it.

But how much fun is watching him throw a shield and have it bounce off a tank, a dudes skull, and back to his hand? Lots!

So the shield gets to be both a replellent and an absorber. It's movie/comics physics. Don't peel the onion back, just roll with it.

Cap's feet weren't "set." He was still moving backwards when the shell hit the shield. This is actually consistent with Avengers (scene at the bank). Cintauri "grenade" goes off. Shield protects Cap, but force of blast still knocks him out the window because he was up in the air behind the shield).

Appears to work as OP implies most effectively when force exerted on shield is downward force(Thor's Hammer in Avengers), or when he has chance to "set" himself (Bucky's punch in WS).

Agreed, as does most of this board unless its a Chris Nolan movie.

If the edge of the shield is reinforced with adamantium, not vibranium, it should bounce, right?

And if the force is coming from behind the shield, it should knock people over.

Creative rationalization helps me enjoy the onion.
