I can think of at least 12 cities/towns in LA that have a police force almost solely to generate revenue. Some of them will even reduce your speeding ticket to a non moving violation if you pay them a couple extra bucks. I basically never agree with Holder but I would love it if they would investigate all police forces in the country.

Unless there is some legitimate civil rights issue going on, the DOJ and federal government should have no say in what goes on in local law enforcement.
That doesn't mean that "collection agency" police forces are good. It just means that identifying something that is bad doesn't mean that the only solution is federal involvement.
You need to think past your nose.

He's correct here. To their defense, some towns wouldn't have law enforcement at all, if they couldn't pay for it like this, but "To collect and serve" is no bullshite.
However, this doesn't make sense in his grander racial bias message - let me ask you this? To whom would you rather write tickets? Hood rats with expired inspection stickers, bald tires, rusted out exhaust, toothless rednecks with unnecessarily jacked up trucks, illegal tinting and truck nuts, or suburban mom, hauling arse, way to fast to be going into and out of school zones in her high performance SUV?
Yeah, it's more likely the soccer mom has suction with the authorities, but they'll drop it to a non-moving and collect something. The bubbas may pay - maybe not. Depends on if that roll bar and brush guard are paid for yet.
But, the brothers pushing nothing but bass? "frick a ticket man. Let 'em issue a bench warrant and then I'll think about paying it."

I never would have thought that I would have agreed with Eric Holder on anything but I've been saying the same thing for years. To the average law abiding citizen the cops are nothing but an extension of the IRS. I guarantee, as I am sitting here right now, a cop could find at least 2-3 laws being broken by me.

You guys applauding this report need to really read it.
This is part of a new idea that Holder's DoJ thought up called "disparate impact". The theory behind disparate impact is that what you are doing doesn't have to be wrong, you don't have to have any prejudice or bias in doing it and it can even be done for the public good BUT if the practice disproportionately effects a protected minority - you can't do it anymore.
For instance, if you have set out to stop and ticket all vehicle with no brake lights - because that shite is dangerous and illegl - and end up only writing tickets to a certain minority... Well you can't do that anymore. Doesn't matter that you wrote them all at night and never saw the driver until you got to the window of his car, doesn't matter that you wrote the tickets in every part of town equally, none of it matters. It is now a banned practice because it has a disparate impact.
Theoretically, this concept could be applied to murder arrests. Then where would we be? Proven bias or policing for revenue is bad but the DoJ is way WAY overreaching with this report.

So, that begs the question - if she had paid the $151, would she have had all that other trouble?
(Because, if yes - that's bullshite. If no, that's not racial. Nobody is claiming she didn't park illegally.)

If your solution is to not write her the initial ticket, than you had damn well better stop writing tickets to me also. I pay nmy tickets because I have something to lose. This woman didn't pay hers, because she has been trained in life not to pay her bills.

I support anyone's efforts to expose corrupt LE anywhere. I disagree with his efforts more often than not but fully support him exposing this department even knowing it was agenda driven.
