Dude I feel your pain. I live near the same type of lady. If there is even a hint of irritation of anything to her she complains. You name it she's complained about it.
It will burn you up everytime she bitches then suddenly you don't give a frick any more.
She's trying to assert her dominance on you. Be polite but don't let it bother you. Consider her POV, do what you can to remedy if necessary.

So the only people who should own dogs are people who have houses on large tracts of land or something?

She's a big lazy lab. I can assure you she is happy where she is, but thanks for the concern.

Sounds like something that happened to me.
She complained to the HOA that I was running a bed and breakfast out of the condo (laughably false). She wrote notes to me to get my car inspection sticker renewed (in a threatening/berating manner), recently she complained and suggested that my tenants are either stockpiling weapons or running a gun cleaning business. Poor dudes just hunt pretty regularly and bring guns back and forth from the truck.

She's pretty bad. I tore down a rotten fence and put up a brand new one, exactly like the old one, to replace it. It took me one day. She called the city and they came out and fined me for not getting a permit, and having it too close to the sidewalk. Very odd because most of the houses on my street have fences 5ft from the sidewalk, and mine was 19'8". It was "supposed" to be 20ft.
The city fined me $750, made me tear it down, and I had to go spend another $300 on a permit. So I put all of the fence pieces at the street for the trash guys to pick up. The next day, she called the city and complained about the trash from the fence that I was told to take down. She evidently said it had been there for weeks.
The lady fined me $275 for that, and the trash guys picked it up the next day. I had to spend more money to get that money back, and a few days worth of my time.
I really hope someone comes and strangles her. Like someone said earlier, she thinks this is her neighborhood, and wants to establish her dominance over me. Hasn't come by and said anything about anything since I've lived here.

I've got a yellow lab myself. The fricker never barks and he just lays around.
Dogs aren't as stereotypical as most make them out to be. Treat your dog the way the dog treats itself. If it likes to play, play with them. If they like to lounge, chill out with them.
