I'd never heard of him so I had to look him up, just because the villains in Batman stories are usually the most interesting part. I was a bit relieved to find that this character was meant for comic relief. From batman wiki:

Condiment King was kind of a joke in the Batman cartoon for the worst villain they could possibly come up with, so I don't think that really counts.

Maybe the Mandarin in Iron Man 3? So fricking lame.

If you really think about the villans batman fights most of them are pretty stupid sounding considering he can't seem to keep them subdued...
