Walls, Mississippi has a population of approximately 1200 people. 60% of that town is African-American.

Walls is a Delta town, which is historically the poorest area of the United States. I'd be shocked if less than 50% of the population of Walls, white or black, wasn't receiving some sort of state or federal aid.

A quick google search of him shows he is from Tunica County MS which as of 2013 had 43.5% of households accepting welfare. He's not far off.
