Does anyone with Charter internet know if they throttle streaming services?

We have the 60 Mbps speed, and I'm getting around 40 Mbps using speedtest on my iphone. We get good speeds on the ipads and iphones and my Kindle fire. We also have a Roku and a Fire Stick.
I can watch anything on Amazon Prime, WatchESPN, WatchDisney, and Hulu, but it seems every time I try NetFlix it bogs down and buffers often. And it happens on both the Roku and Fire Stick, so I don't think it is the device.
Seems odd that I could watch a 3.5 hour live stream of college football and not have one buffering problem, but turn on a 90 minute kids movie last night for my daughter on NetFlix and it buffered no less than 6 times in the first 15 minutes. Sometimes pausing for about 45 seconds before picking back up.
