.rar is a packaged or compressed file. It likely has an .iso file inside of it that you can extract using 7zip or Winrar. That .iso file is just a rip of the DVD.
And yes, new emulators are very technical.

3 on Steam requires some manual work to get to run and not crash, but well worth the effort.
