Reboot in safe mode
Did you reinstall? Yes
Did you install on a different drive? Yes
Did you run as admin? Yes
Did you allow it thru your antivirus and firewall? Not only did I allow it, I completely uninstalled my antivirus and turned my firewall off. So short answer, yes
One thing I give them credit for is they call you back really quick. I entered my ticket and had a callback within 5 minutes each time.

I downloaded it through my phone. I'll be on tonight.
hg, on your hard drive space issue, the xb1 will manage your storage to fit new items but I'm not certain it does this with downloads made via phone app.
