I will probably get another 970 soon and SLI them. Would that rival the 980?
SLI 970 is faster than single 980. If playing at 1440P and beyond, certain games will not scale like you would expect because there will be a memory capacity bottleneck (SLI doesn't double memory) for certain settings, so for example if you encounter a game that can't do 60fps with "Ultra" textures, don't expect a second card to reliably remedy that, especially at high resolutions. Other than that, SLI 970 is a powerhouse solution.
Better than that is SLI 980s
Solid build if you weren't on a strict budget though. You won't get much use out of the hyperthreading in the i7. As for the RAM, depends on your habits. As I type this, I'm sitting at about 7,900 MB of physical memory usage, with 9619 in the pagefile. That's with my usual daily programs running right now, but no games. I usually launch a game without closing anything else, so it's not unheard of for me to hit 12gb physical during the day, but I have to be really lazy about my browser windows for that to happen.

That's almost my exact build. I like it
ETA Except my case was the 750D and I went with the H110 cooler

I own both the ps4 and the xbox one and they both have their bad sides.
