Yes, the snaps are to connect this model of load bearing vest to a standard ALICE belt. I never liked this vest and always preferred the suspenders (Y or H style...didn't matter). That being said the new MOLLE designs are much improved.

They sure look it, but they are very expensive compared to the older stuff.
I go to our local military surplus store just to talk to the old guy that owns it a couple of times a year. I always buy something I don't need.
Last time I was in there he had some old Vietnam War era flak jackets, but the large sizes had been picked over. They were pretty cool looking...
