Most likely a seizure. I have a beagle (5 years old) who started having seizures about 2 years ago. The wobbling you described is the after affect of the seizure. You'll notice their pupils get really dilated and they seem confused. In rough cases, they'll pee during the seizure because they lose control.
Recommend bringing her to the vet to be checked to make sure it isn't a tumor or anything. Otherwise, the best thing to do is hold them down and pet them/comfort them. Then make sure there is plenty of water available afterwards.

awww poor doggie. my beagle mix will be three within the next couple of months. he looks grown up but still acts like a puppy.

Updated on page 1 in case anyone else has a dog with this problem. Belle is doing well but still has a head tilt.

My cat has a head tilt. They get used to it quickly.
