That's Gabriel - we have never seen him before, I don't think. We have heard Elizabeth and Philip talk about him in season one.
He was their KGB handler prior to Claudia (Margo Martindale) and Kate.
Elizabeth and Philip used to bitch about how Claudia handled them because they liked the way Gabriel did things better.

I like that Elizabeth knows the radar is up for her seeing a dentist; however, as I recall, the alert was only "local." Why can't she go to one in NYC or somewhere other than the DC area?
