Carver. He has real growth from a terrible rip-and-run cop who was pipelining info to the higher ups to one of the moral centers of the show. He's the cop equivalent of Bodie, a guy who you hate in Season 1 and eventually love by the series' end.

I'll go with Shamrock. He kept order and the minutes for the meetings of the Barksdale organization and then the co-op.
Just got done with watching the series again. Third time. It is still awesome.
Throughout the series there are actors/show runners here and there that I didn't realized had such strong connections to their characters until started reading the wiki pages of the episodes and clicking names. For instance Ed Norris, Snoop, David Simon, Ed Burns, Melvin Williams ("the deacon"), etc..
