Best way to treat waiver/non waiver leagues?

My current league is $5 for a pick up, but the first league I was in it was $25 per waiver transaction.

We currently allow free agent pick ups daily. But any player who is dropped is on waivers for twenty-four hours and then is treated as a free agent. The site processes transactions automatically at 2 a.m. according to waiver priority. The owner who executes a transaction goes to the bottom of the list.

Most of the discussion each year is a proposal by some to allow instantaneous pickups as in some leagues where, for instance, when Aaron Rodgers is laying on the ground surrounded by trainers, his owner can pick up Matt Flynn in seconds. The owners who have successfully vetoed the instantaneous system are a significant contingent of guys who have families and who rarely get to watch all the games on Sundays. Those of us who never leave the couch during Redzone hours are willing to try the other approach.

If you had a transaction fee, this would happen a lot less. Base the fee on the buy in. When the buy in was $500 per team, the fee was $25 per transaction. In new league, buy in is $100 and fee is $5. If you make just one change per week, you would add $65 to your cost, plus we charge $5 per loss. It can add up quick.

But a word of caution on transaction fees. We make every owner pay a deposit with the buy at the start of the season. If you don't, you'll have 10 guys who owe $10-55 at the end of the season and tracking them down is a beating for the commissioner. Better policy is to require deposit and make a refund to any owner who doesn't lose or transact enough to blow through the deposit.
