Very aggressive pitbull in the Quarter....concerned

My girlfriend and I live in the Quarter and twice this week my gf was walking her dog (a fat lazy basset hound mixed) and came across this stinky gutterpunk with a pitbull. The first time she encountered them the pit went crazy when she and her dog walked by, and the foul smelling trashy frick told my Gf she better "watch her fricking dog".
Last night we were walking the dog and again came across this same greasy disgusting waste of space. Well this time my Gf saw him from afar so she starting walking in the street to avoid him, unbeknownst to me, and as I got closer to him the pit spotted my gf's dog and jumped up very aggressively, to which I was only about 5 feet away. The dirty putrid bane of existence barely grabbed the leash in the knick of time before the pit was able to take off after our dog.
I am a little concerned now knowing that we'll most likely encounter this despicable subhuman and his dog frequently, and if that dog ever gets off, I'm positive it will attack our dog. What, if anything, are my options to remedy this situation? Could I file a complaint with the police or animal control? I doubt they'd do anything considering the dog hasn't actually done anything yet. But I believe it's only a matter of time before this pitbull kills someone's dog.

buy a can of mace and bring it and have it ready when walking the dog. probably a good idea in the quarter anyway these days.

That comes with living in the Quarter. If you preemptively taze the dog, I don't think NOPD would bat and eye. Might as well go ahead and taze the gutter punk while you're at it. Kill two birds with one stone.

My gf has mace, but I'm not confident it would stop a charging pit. She also has a gun, but I'm hoping there are other solutions.

Contact the Vieux Carre commission and see what they suggest. At the very least notify them and the police so if something does go down and you have to take matters in your own hands you have have sort of documented report to back you up.
