Actually the existing stones are bordered with grass but I want it to be a smooth surface with mortar or concrete like the picture.

500 I'll do it if you have the stones.... Just placing stones and then filling in cracks with concrete or mortar

Like hiring electricians. Use the yellow pages. After all, that is what they are for. Go to the landscaping section and find the company with the largest ad (preferably one entire page) and make sure they are a union company. Pay them their consulting/quote fee and just trust them to do the professional job you desire.
