is Foster Moreau a commitment or not?

I thought he was a commitment but rivals doesn't have him, not on Dandy Dons list either, and even the recruiting tracker on this board has him listed on the 'others to watch' list. Not that we especially need more TE's but they had a whole thread dedicated to his commitment a week ago. What happened?

This happens every year, and it never gets less awkward.
