Is The Fed Trying To Create A "Bond Run" Panic?

Interesting article one of my internals sent to me this morning. The gist is that Yellen's Fed is attempting to instigate an institutional run out of the bond market(by threatening to institute gate exit fees) in the hopes that the result will be an inflow into equities.
