I still can't wrap my head around the idea that there are these areas that are relatively close to land, that have no radar surveillance.

That's not what happened at all, it was a case of terrible airmanship poor CRM and lack of awareness that lead to that crash. I've flown lots of flights into San fran in bad weather and never had a problem, this guy crashed on a clear sunny day.
