What movie is this?

It's an older movie. The leaders of various countries are negotiating throughout the movie. It's a comedy. The end there's a dude riding a nuke like a bull as its being dropped.
I saw it late at night a while back. Was amused. Didn't check the guide bc I didn't think I'd keep watching it.

Dr Strangelove is a classic black comedy. It's basically a satirical version of Fail Safe. Peter Sellers plays three roles, Kubrick directed it, George C Scott is hysterical as a hawkish Air Force general. Slim Pickens played Major Kong, the B-52 pilot you saw riding a hydrogen bomb.
It's a great movie.

Never knew who P. Sellers was until after the Pink Panther trilogy. Great movie, with several big stars. That moment when Slim takes the H bomb for a ride is clasic.

Gen. Buck Turgidson! Two of my favorite scenes are a) when Turgidson's secretary/mistress, Miss Scott, phones him in the War Room:
"Baby, I told you never to called me here... I'll be back as soon as I can, just go back to sleep... Listen, suge, don't forget to say your prayers!"
B) when Turgidson is describing a B-52 taking evasive action to Pres. Muffled: "...a big plane, like a 52, flying low... Frying chickens in the barnyard!"
