To be clear, what you've said is that when citizens come to you with complaints, you look at a video and then either discipline officers, or threaten the complainant with a lawsuit, presumably on behalf of the officer. You make this threat based on the intellectually retarded notion that complaining to a superior is tantamount to defamation of character. These aren't my words, or fabrications. They're simply a summation of your posts.
If you flat out lie about the officer then yes we can pursue that avenue. It only happens about 5% of the time though. Those are the extreme cases. Most of the complaints are on traffic stops and the complainant just wants to argue about the citation. I deal with rude behavior, illegal stops and searches, corrupt acts and other things that are illegal or immoral. If we find those things then we discipline the officer.
On the other hand we do have people that will come in to our station and flat out lie and try and tarnish the reputation of the officer. In our state the officer has the right to sue. These are extreme cases, but a lot of officers are sick and tired of being lied on constantly.

Libertarian Socialism is an oxymoron no matter how twisted in knots one gets trying to act like it isn't.
