Could be one of multiple reasons:
1) They're just plain dumb
2) They know they will get away with it
3) Their egos are so consumed by the power they wield that they have actually warped their recollection to believe their own fiction.
So you have the choice of viewing the cops involved as idiots, bullies or delusional, or all three.

I love how it's not a crime for a police officer to lie in his police report and make up reasons to charge someone with felony violent crimes that will drastically damage soneone's life. Unnecessary violence committed by the officers on top of that.
