Reasonable fears drive basically every law.
Very subjective. Many would say bans on gay marriage, the war on drugs, prostitution bans an banning abortion are reasonable.
The fears behind most bans we have in the US dealing with individuals owning/using any product are based on irrational fear driven by interest groups. "Spray and pray" weapons are a waste to use for civilians except on the gun range and aren't affective.
