It looked empty but I suspect they are going to use it for something. Its right in between the only two bars and where they like to do checkpoints (central high), so they could use it to spot people turnung in the parking lot and then going the other direction.
I can only imagine the drunkards that will see this and be like well, frick now I gotta go to Walmart to make these cops think I'm legit.
