I had a dickhead case several years back who hated Manatees. He would intentionally hit them with his boat. He had done it several times and finally the Judge locked his arse up in Federal Prison for a while.
I find a lot of these kind of people have real social problems and are incapable of feeling positive feelings toward another person or creature.

I went on one of those dolphin tours in Orange Beach once and the captain was telling us that there were two cases of people killing dolphins that he knew of. One of them washed up and when they did the autopsy there was a blowpop sucker shoved down in the dolphins blowhole. For some reason I laughed when he told this. Those women on the boat game me pretty ugly looks along with my wife and kids.

Should not have done it, but if it was a kid, I'd cut him a bit of a break. Punish, but within reason,so as not to ruin his life.
Kids do stupid shite like that, but can turn out to be decent human adults. See, e.g., me.

Depends on the age... 12 or 13 I can understand saying "the kid is a dumbass and needs guidance."
Anything over that the kid should know better.
Ill go even further to say, if it is a younger teenager, who ever gave him access to the bow should face some kind of penalty/fine.
