If there's a place you can get 90% or more with no hassle it's worth it.
With me, my old job let me expense up to $40 for dinner when I traveled. Since I'm a very fit young man and didn't want to get fat, I would never eat that much food. I'd go to Outback or some other shitty chain and buy a gift card for like $38.95 and then sell it on eBay for like $35.00. Then for dinner I'd just go to Taco Bell or Jimmy John's and spend $4 for a healthier and lighter meal and keep the rest. Steak soft tacos fresco style or a roast beef unwich. Really low carbs and calories, and pocket $30 extra to boot.

I have expense accounts, and I understand there is a certain leeway involved there. That being said, in this situation as it is being described is not a stipend, it's a straight expense. I don't, and will never, play those kind of games with my expense report.

Who goes thru the hassle of paying $35 for a $39 gift card via eBay or some other online site. I wouldn't pay more than 50% of price for a gift card for anywhere other than Walmart. And I would give more there only because you could get fuel. I wouldn't go over 75% of value for a Walmart card.

My first job out of college, eventually got to where you only had a certain amount for food per day. I would eat breakfast at the hotel or grab a biscuit somewhere, then skip lunch or take the client out where it didn't count towards my allotment, and save up basically my entire amount for the day for dinner. Which I would often go over because of buying drinks and then I just looked at it like I was paying $25 for $100 dinner.
I got in trouble for tipping over 15% because I would tip at least 20% usually more if it was a big group and lots of people drinking.

I guess my company is a bit different in that they give us 70.00 a day while we are traveling and we can do what we want with that. We also have a CC for hotels, travel and rental cars that we have to expense when we get back. That being said, I have sold a bunch of gift cards on Hardforum.com and Ebay.
