i fail to see how we can actively draw down troops there and still go after every taliban fighter.
if you reduce troops, you have to reduce operations.
seems like a no brainer to focus on those who pose a threat. I suspect, but do not know, that many people are in the taliban b.c of forced conversions not b.c they agree with the political movement.

We shouldn't be targeting the taliban. They are on the other side of the planet. Let them deal with their shitty terrorists.

It really isn't difficult to distinguish. This policy may be new, but this way of doing business has been around for a long time. This policy really just keeps the DOD focused on its primary job, which is US national security, instead of international police work.
You can close your eyes and throw a rock in Afghanistan and hit a person affiliated with the "Taliban" or any of the other major violent groups. Once you realize that the "Taliban" is essentially a mafia it makes total sense that the DOD wants to stop focusing on common criminals and focus its efforts on those with substantial enough reach to touch US interests outside of AFG.
The Taliban does make distinctions on who they kill, and more importantly, why they kill. Just like a mafia they kill to send a message, to influence the political environment, to ease pressure on their criminal activities, to protect strongholds. They use money to coerce politicians and leaders, and they use violence to protect officials who offer them market opportunities for their criminal endeavors. They grease wheels where they need to. Its not all about violence, because at the end of the day they still need to make $$$.

If we pretend the Taliban is a recognizable thing across two countries and multiple regions, then this is a weird thing to say.

Seesm to give them the lattitude to act outside of just the Taliban. If you are acting against US interest or fomenting terro, we reserve the right to attack you, regardless of whether you identify yourself as Taliban or not.
Who could be against this (of course all who identify as Taliban should be targeted).

I'm certain there were a number of German Citizens forced into the Wehrmacht in WW2. War is awful and people die.
