I have two nephews who are in junior college programs to train for plant work...

both of them will do quite well...

question: I thought Delgado had some trade type training?

One of my teachers at LSU went off in class about how shitty TOPS is like 12 years ago. No pay back with no graduation and students that recieve TOPS have no other financial motive to stay in LA to help pay back into system. Had many friends that grew up in LA, recieved TOPS and moved to TX making more money than they would in LA. If anything, TOPS pays for education in a state next door to a booming economy waiting for educated kids to come work.

There's an awful lot of engineers working in Houston that TOPS paid for their college degree.

Hell, I know know engineers, doctors and lawyers that all got TOPS at one point or another that all live in Houston or Dallas. I know they could never "mandate" it but working/paying taxes in LA for at least a year or two should be part of the deal. I don't know how you can fix that part of the issue.

What I would infer from that is that they are referring to the cumulative total of the four ACT subjects (e.g. math + English + science + reading comprehension).

So say if Johnny, an average test taker, got the following scores:
Math - 26
English - 24
Science - 25
Reading Comprehension - 25

Then his cumulative score would be a 100.

Therefore low-income students are apparently making an 80-83.

Same way you fix the issue of kids flunking out and wasting a year of money.

When the kid enters school, he signs a promissory note. For each additional year, he signs another promissory note. TOPS is for 8 semesters = 4 years = 4 notes.

Student has 6 years to complete a bachelor degree. If he doesn't, then after the 6th year, the note becomes due. A clause is written in that the loan is to be paid back over 10 years at whatever the Stafford Loan rate of interest is at the time of default.

Student if they complete degree in 6 years must work in LA after graduating for one year per year of TOPS received. So for most grads, 4 years. If that doesn't happen, same result as if you don't graduate at all. The default would not kick in while the student was attending grad school.

Of course, we would have to make sure, as a state, that we actually had jobs these kids could work in the state.
