“Poor folks, who drive around in a 1984 Cutlass Supreme, have to take the spots farthest from the library,” Heck wrote on his Facebook page. “Meanwhile, a 25 year old millennial that’s sporting the latest and greatest hybrid plug-in smart car that runs on unicorn milk gets the prime spots.”

Who is he referring to when he states 84 cutlass supreme??

And also, LEED requirements like this are ridiculous and force designers to chase points for a meaningless title instead of making meaningful design choices.

Yup, putting those spaces in and putting them in premium locations is part of LEED.

It's not the people in the '84 Cutlasses so much as the Chevy Suburban crowd that fills the spaces near the front door of the library.

Oh there are special fuel efficiency spaces? That's bizarrely progressive for Baton Rouge. Kind of puts a minor dent in my ability to rant about how backward that town is.

So they have 21 reserved spots for fuel efficient vehicles and 21 reserved spots for high occupancy vehicles like those Suburbans you speak of (although the signs for those say "2+" so most cars would qualify if you carry a passenger).

I know the library is trying to meet LEED guidelines, but the signs seem like a waste of $ as it's really unenforceable. I can just see some bitch in a Prius getting into an argument in the parking lot with someone who "shouldn't be parking there".

at 14 mpg it doesn't qualify.
