The more worthy citizens shouldn't be forced to quell the negative aspects of their personalities.
That wouldn't be fair to them.

Police get rained down on because of the stupid stuff that is dictated to them to enforce.
Don't like getting hassled about having your radio too loud? Why is that the policeman's problem and not the legislators who put the law in.
So much animosity is misdirected to the police because they are the easy targets.
