Is he a viable candidate for any open(ing) positions? Will the NCAA let him take a D1 job?

His cause is up in Dec. 2016.
It was lack of institution control. And it was his 2nd major offense. First at Youngstown.

Exactly. He's gotten the last two schools he coached at on probation. And lying to the NCAA's, to which he admitted, does not look on his resume'. From a long article on him in S.Ilustrated, he's a POS & a fraud when it comes to portraying himself as a good Christian coach.
