Anyone confident starting Jordan Cameron in PPR?

I was thinking of starting him in my flex over Stedman Bailey. Cameron has a great matchup against the Colts as does Bailey at the Redskins. Bailey seems like a favorite for targets and Cameron seems to be a high risk/reward guy. His first game back from a concussion makes me kinda iffy but he's always a red zone threat. Being it's a playoff game would you say it's better to play it safe and start Bailey?
