Can Anyone Recommend a Wedding Reception Caterer in BR

Stuck paying for everything for my wedding.
Looking for a caterer that will work with a budget ($600-$700)
50 people at wedding in BR area
Would be happy with just 3-4 items, nothing big and fancy

$14/head is a pretty tight budget. You probably won't find a full service caterer to handle an offsite event at that rate per head. Have you considered a private room at a restaurant or catering facility? Those options can be very cost-effective, simply because the staff, kitchen, etc are already onsite.
50 people will fit in a good sized house....do you have any friends who live in a neighborhood w/a community center or clubhouse? Rental fees are usually lower, and you can spend all/most of the money on the food. If you did all cold/room temp hors d'oeuvres and served buffet style, your budget could suffice.
Another alternative is to hold your wedding mid-afternoon so you don't feel obligated to feed people very much. Champagne (or champagne punch, if you really want to stretch it) and cake, plus simple tea sandwiches, would suffice.
Good luck with your planning, and I commend you for not borrowing money to start your marriage.

Problem is the wedding/reception site, as well as the time, has already been booked and paid for (Magnolia Mound Plantation), so a center or clubhouse (and mid afternoon) is not possible.
I was going to self cater since my brother is an aspiring chef, but policy is caterer must have a $1 Million insurance policy

Oof, that complicates matters. Does MM have a list of preferred caterers? A vendor familiar with the site might give you a better deal than one who's never used that venue. An option to ask about: will the caterer do a drop off/set up arrangement? You can provide the breakdown/cleanup labor. But the venue may not allow this.
At this price per head, it would be a nonstarter in NOLA....I just paid $20/head for a hot dog & sausage tailgate spread (non staffed).

Yes, an out dated list since the one I wanted (the cheapest at $14/head) has been out of business for a few years, and my second choice from their list says they don't do weddings. Looked at all of them and contacted most of them. They all seem un-professional (never returning calls or emails)

Try Chef Don Bergeron's Mid-City Market. Another thought is Maxwell's Market. I'm not sure how they handle liquor but at that price point you may want to just get a few cases of wine and some plastic glasses and have them set it up as self-service.

Just say no to plastic glasses. You can rent stemware for a modest cost; you only pay if there is breakage, and you can return the glasses unwashed.
Heck, sometimes you can buy inexpensive stemware for not much more than the rental fee. Each time I see wine glasses on sale (Marshalls, etc), I buy a box. Have a couple dozen, which make for a much nicer party than plastic.

Consider an "alternative" cake....a smaller ceremonial cake for the two of you to cut, with an array of cupcakes or individual tartelets for your guests. Wedding cakes can be stupidly expensive.

Someone told me to ask Albertsons. They have to have the same training as most bakeries.
Also have a friend who does cakes as a hobby.
As you can see, I'm cheap as heck...
