Can someone give me the ins and outs on how this works. Trying to see what the deal is with it.

A section 125 plan "cafeteria plan" is the mechanism that allows certain flexible benefits to be funded pre-income tax as well as pre-payroll tax. So for example, medical insurance, flexible spending accounts, etc.
