So Did Michael Brown Have His Hands Up Or Not?

I thought I heard and/or read that it had been shown that he did not have his hands up but was scuffling with the cop when he was shot multiple times at close range.
However, the Rams players ran out of the tunnel with their hands up in honor of Michael Brown. Then, while listening to NPR on the way to work this morning, they mentioned that Brown had his hands up in a piece on Ferguson. Today in Atlanta there was a demonstration where people where holding their hands up.
Plus, I just saw this old issue of Time magazine on the desk at a friend's house:
So what's the deal? Do we still not know if Brown had his hands up?

It's undisputed that Michael Brown was on his knees, with his hands up, and his back turned to the officer when Darren Wilson shot him.

Do what!? Wtf did you read? Having read all of the grand jury witness testimony, the vast majority say he did not have his hsnds up and was moving forward toward Wilson when fatal shot came.

The least credible witnessea say he did have his hands up in surrender, but we're very inconsistent and some admitted to embellishing, exaggerating or outright lying when pressed on the issue
The "don't shoot, hsnds up witness" outright admitted he lied about that the first time, and was adamant that he never said the boys hands were above his rib cage when he clarified

Of course his hands were up. He was just having silent prayer in the middle of the street when the cop shot him wrongly. He was just a good Christian boy who never did nothing wrong to nobody.

How many witnesses said he was charging Wilson? Was he charging Wilson while his hands were up?
That's an honest question. I'm not arguing. Trying to get my facts straight.
