The problem is this .....most "dual threat" quarterback in high school just so happened to be the best player on the team.
Fact is just because you can run faster and jump higher than anyone else out there doesn't mean they're going to translate to be a good college quarterback.
Lots of times at the quarterback position, having the smartest guy is better than having the most athletic.
Obviously you have to have the ability to play, but I think that's the difference tween three star four star five star players

Which is what is so suprising to me in regards to Jennings, he wasn't just a good runner who played QB. He was invited to the Elite 11, and afterwards had this writeup:

We feel that he showed during those workouts, though, that what you saw on film last season was legitimate. He’s a smooth, accurate passer that is still just scratching the surface of his potential.
14 games into his career, "smooth, accurate passer" is about as wrong as it can be. What did everybody see in this kid that we're not seeing on the field?
