Nope. Neither has ever been much of a draw here unless they are playing A&M or Texas and to a lesser degree Texas Tech and OU.

Memphis is dynamite get for basketball, though it adds little for football. The Memphis area is a pretty large TV market as well. Boise State has a built in rival for football with TCU and they are respected among casual fans. Nevada brings in the Vegas market and is probably one of the best possibilities out west not named BYU.
The big 12 doesn't need TV markets because they don't have a conference network. They need quality football matchups which none of those teams provide.

TCU/BU has always been a good rivalry problem is either one team or both were absolutely horrible for the entire rivalry. No longer the case

I still wish the Big 12 would have been killed a few years ago when it was possibly on the table with the to the SEC defections.
Now that conference is little step-brothers and two lonely powers like the shitty-arse old Big 8.
Big10, Pac-12 and SEC should have swalloed up the Big 12...with Texas and OU going to the Pac and Big10 takes 4 and SEC the rest.
