I'll use just the last 3 years (2012, 2013, 2014) That means this won't have RG3 (who ran for over 2200 yards and 33 TDs) or Andrew Luck (who ran for over 950 yards and 7 TDs in only 3 years). I'm also going to only look at the top 35 QBs in ypg (had to be in top 35 of passing yardage at least in one year) to get just the most dynamic guys. That leaves out my boy JT. I'm also going to leave guys with little rush yardage but a good deal of rushing TDs like Murray, Petty, Carden and Renfree. I'm also going to leave off guys who threw as many TDs as ints like Gilbert (49 TDs 45 ints). He did have over 1000 rush yards and 20 TDs in four years though. Also leaving off guys who don't complete at least 60% of passes so no Golson, Solomon, Prescott, Boykin and his incredible year he is having.
So all of that going to leave off a couple more decent guys as well.

That's the new pro style. Brees, Flacco, Rivers, Peyton Manning, etc, etc, run over 70% of their pass plays out of shotgun, and they have been doing it for the past few years.
Like you said, very few high school QBs go under center nowadays.

he was a dual threat coming out of high school. He isn't someone who runs non stop, but he had much higher rushing numbers last year (just better numbers in general
also he was a 1000 hard rusher coming out of high school

ESPN scouted Winston as having arm strength and athleticism which is the real definition of dual threat. Just look at the traits in the link. Look also at other guys like Trevor Knight (ranked #22) who have the same trait. An immobile QB will not have the athleticism trait.

Give me a guy like Mett who is smart, hard working, and can sling it any day of the week over a guy who can run, but can't read a defense, and is inaccurate. We don't need a running QB, although you hope to get a guy that can move his feet enough to buy time for a throw, not neccessarily constantly run for first downs.

This can't be a real thread. The only answer is a immobile QB who can pass.
A duel threat QB who can't pass is just a RB taking snaps with less agility.

Drew Brees was a dual threat QB in college.
Harris has a cannon on his arm and was considered a very good passer coming out. Why wouldn't you want to recruit a guy who can throw but is also mobile?
Give me the Wilson or Brees style college QB
I think Harris, as a recruit, fits that mold
