Illegal aliens & Executive Order

illegal Aliens by definition are criminals. They have broken the law of this country.
If the president, ANY president, by Executive Order can make millions of criminals into innocent citizens, can he make millions of innocent citizens into criminals by the same device?
Not going tinfoil hat, I understand the SCOTUS process, just trying to paint a picture of how powerful and dangerous Executive Order is for anyone on any side of the political spectrum, and how seldom it should be used, if ever.
The irony is after the abuse from this administration, EO should be used to eradicate future EO
