Is there a "true" open world game?

I'm talking about a game that you can literally explore every part of it without having to complete a mission to open up another part of the game.
I would seriously buy Assassin's Creed: Unity just to walk around and explore all of 1700's Paris. I don't want to fight and battle just to explore.

I'd say Skyrim is fairly close. I'm sure there are a few areas that you can't get to unless you have a certain skill or are on a certain quest, but I feel like you can explore the majority of the world at any time.

You can explore all of GTA5 without unlocking it all. Just fly around.

Skyrim is pretty fricking huge. I'd play for what seemed about 2 hours look at the clock and I was going at it for 6+ and had a beard. That game is unreal.

I've been thinking that an open world Walking Dead game would be pretty fun, especially multi-player.
