When the entire offense is set and they all pop up and look to the sidelines for the play?

You can rock in your stance, but you can't remove your hand from the ground. False start is when you either remove your hand or initiate your play.

If off line hand is not on ground then it isn't false start. TE can put hand on ground then come back up but OL cannot.

Really? Offensive linemen seem to get called for slightly flinching, much less rocking in there stance.

As long as they don't put a hand in the ground they can even shift, I think. Like in the Pats/Broncos game:

Blame it on Peyton Manning. It got worse over time as he started more and more play calling at the line.

but he's in the shotgun and you can get a false start in the shotgun.

Im not buying its bc the online doesn't have a hand on the ground either. I've seen plenty of false starts called on olinemen with no hands on the ground who rock back in anticipation of pass blocking.

O-linemen can come out of their stance (a) because they're in a 2-point stance and (b) because the QB is not under center.

ETA: You absolutely can get a false start if you flinch, start forward, rock backward while the QB is barking a snap count because that is "simulating a snap."

They can get up and down from a two point stance as long as they aren't simulating the snap when the snap is immenent.

Non OLINE can adjust their stance all they want as long as they don't cross the neutral zone. Every once in a while you'll see a runningback take off early, and then just continue in motion or stop and reset. That's legal

You left off the most important aspect of OL restriction....until the snapper touches or simulates touching the ball with his hand(s) at or below his knees, the LOS has not been established.
