Allow or veto?

Before I get started. 8 team ppr league... I know, I know... Inb4tl;dr

2 teams involved are currently 5-4 (currently sitting right outside of last playoff spot) and 1-8 (out of contention). Start 2 rbs plus flex. Both teams have above average wrs (enough to flex if needed) and decent qbs so no need to list

5-4 team rbs
Mccoy (starter)
Bradshaw (starter)

(possible flex)
Vereen West jennings

1-8 rbs
Charles (starter)
Lacy (starter)

(possible flex)
Ingram Oliver Stacy

Traded accepted
5-4 gets Charles & Stacy

1-8 gets West & Jennings

I'm asst commish and we've never had to veto a trade before. 5-4 team obviously upgrades with Charles (stacy was just trade filler), 1-8 actually would slide Ingram into starting rb slot and possibly never flex either of these 2 rbs over his flex wrs (Allen, benjamin)

Is it as obvious to yall looking at it from the outside in as it is to us in the league? As of now, finger hovering over the veto button.
