People waving campaign signs on street corners: Legal or not?

I ask this because a distracted driver behind me rear-ended my Frathoe because the people waiving campaign signs at the intersection distracted her from the road.

The were waiving signs for Beau Higginbotham; who incidentially, is running for a Judge position.

frick that guy. He ain't getting my vote now.

Sign on the side of the road. That's pretty much the extent of it. Just because someone is with the sign makes no difference. Not illegal

I let the person go after we pulled over.

Zero damage to my vehicle, but she had some cosmetic issues with the front of her Grand Prix.

I wonder how much this happens? The Little Caesars guy is usually acting like an idiot and no one gives him a 2nd look.
