Who will this benefit the most, Ds or Rs? Will it even make a difference?

R's.

I had a poli sci professor who was a proud card-carrying ACLU member.

On my first day in class he mentioned one key difference between the parties: the R's generally have little trouble getting their base voters out (and, thus, can spend effort on fence-sitters) while D's have to spend much time and effort on getting their base voters out.

(After all, those dead folks can't drive themselves to the poll) (That's my commentary on the matter)

I would think the one with the most invested in the races and outcomes will benefit. Lackadaisical voters may not come out in a storm.
