Look, it was never about how many guys were in front of him. That's always going to happen when you recruit 5 or 6 olb in the same year. Use your head.
It's really about a guy (you) who has no clue as to what the current situation is. Phillips has gained weight and is a totally different player, now. The fact you wholesale say he's not a target anyomre simply because he's already been here is so, so dumb.
As said before, he MAY not get an offer, but a loser like you that talks about a prospect that has already done more in his JUCO career than you have in your post-graduate life (if you have graduated, yet) was the egregious comment here. But you had to keep digging your way to an all-around consensus negative reputation about your thinking.

The guy was behind THREE sophomores and ONE true freshman his 2nd year here. All 4 of those guys are STILL HERE as Juniors and a Sophomore...naturally Phillips is going to be right behind them at OLB if he comes in next year, which is probably why the coaches have felt zero need to extend him an offer. It's really that simple.
We arent adding benefit to extend an offer to get a JUCO 3rd team OLB who's a junior on our team.
But hey, no, let's compare him to a guy who was behind some upper classmen his 2nd year here then STARTED his 3rd year here because that's completely similar to a guy who had no shot of starting even in Year 4 here.

He doesnt have an offer and the reason is he was behind a handful of guys his own age here, it's really that simple. You need to get over this and move with life, it's taking a toll on you.

He was never suspended due to academics that I could remember, unless I just missed it. The coaches have never been shy before to suspend players with academic issues. He was a special teams player the first 9 games of 2013, so he was on the field. He missed the last 4 games, whether he was being held out due to academics, injury or just lost his spot I'm not sure...but he did play on special teams the first 9 games. He lost a lot of ground at OLB when Riley emerged and Debo, Louis and Alexander were all clearly better.
