"Catch and release" terrorist program not working...

I have long cautioned about this program. We never should have taken them if we weren't going to do anything with them. Turning them over to Afghanistan or Iraq would have been preferable to this.
If it gets bad enough (and it is already happening to a certain degree), our fighting men will just start leaving them "where they find them". On a viceral level, I can appreciate that, but as I was in the information business - a lifetime ago - I know that we sacrifice valuable opportunities to gain knowledge when that happens. But the powers-that-be have so neutered our ability to use tried and true techniques that is it not worth the risk of having to fight the same people over and over.
It's akin to being too passive on the battlefield and having to spill blood for the same ground multiple times.
