This^^
It's deregulated so, go shopping.
(Louisiana would never do this because Entergy owns too many legislators)

I never purchase Houston electricity when I lived there briefly after the storm, but I'd think most
Of the rates are comparable rifht? I mean I would always go with a fixed rate it there is also variable rates which would be crazy...... Also once it got down the the small fracrions of a scent. Is go with the one that loses power the least and gets their grid back up and running the quickest after a storm. Or who has the highest percentage of underline wires.

There is only one poles and wires company. There is no choice there.
The choice is among the companies that flow electrons on those poles and wires.
Think of a single highway that has UPS, FedEx, DHL trucks on them. You choose the trucking company, not the highway.

Does the local governments maintain the poles and wires and loan/rent them out to the companies?

The poles and wires company is private. You don't contract with them. Your supplier does and their charges includes the poles and wires fee.
The poles and wires company is still regulated.

power to choose.... Go shopping.
BR would never do this because the people are to lazy to 'shop' and would complain about having to.

That's not really true. All you are doing is choosing a billing company. That is all most of them are doing. In my area Oncor handles all the poles and electricity, but I have Direct Energy for billing. If there is a power outage, I have to contact Oncor, not Direct Energy.

I've used Gexa, Pennywise, Reliant, and probably another that I am forgetting. Never had a problem. Just go to powertochoose.org and choose whatever works for you.
