Jeff Mangum is fairly well-renowned for being a recluse. It was what we like to refer to as a joke. For the guys advocating fun in music, y'all seem to be real sticks in the mud.
But the reason certain songs get played in "fun bars" is precisely BECAUSE its mediocre. It fades into the background well.

Seemed like a plausible claim just one that was irrelevant to how fun his music was.
Now how in the hell do you figure that the establishments with dancing stages and high-energy atnospheres play music that "fades into the background"? There are countless people singing along and dancing to every song. They play stuff people know and enjoy, not stuff that nobody will notice sucks. You can say it's mediocre because the creativity in those songs is directed toward making it catchy and fun and enjoyable for lots of people as opposed to being pure expression or sonically revolutionary, but you sure as hell can't say it's because Fred's thinks it's worth being on the playlist.
