Dell laptop won't allow me to use Markups

Dell laptop will not open any of these options when clicked on. Tired of using phone to share pictures and such. Help please! Thanks!

Maybe someone can walk you through it. I'm not on Windows, so I'm not sure what the steps would be. What browser are you using?

That must be what it is. It allows me to click it, just nothing pops up when I do

If he has to stay on IE, he may need a java update. if not, then he should do a reset on IE.
Tools> internet options> advanced> reset. and just reset the whole thing.

Couldn't find the pop up blocker options in the newer IE I was using. Returned to the desktop and used a different version of IE and was able to turn off the blocker. Thanks for the help guys
