Here were the 13 "No" votes, sources told Yahoo: PHX, PHL, OKC, NO, DET, MIA, MIL, San Antonio, Utah, Wash, ATL, CHA and Chicago.

We have top 3 (or 5?) protection on the Asik pick that would need to be top 6 protection to be equivalent under the proposed new rules. If they wanted to enact this immediately, they should have had pick protection on pending deals change appropriately.

Also, for those wondering, 13 No votes was enough to keep it from happening.

Wow. That vote sort of turned around in the past week. They were saying only Philly and NO would vote against it. Not sure why all of those other teams joined in. Philly must have really lobbied hard for it.

Don't understand why the NBA would try to change the system so quickly. Why not transition so that teams with trades pending (and associated protection) are not penalized by a sudden change? They should have made it effective in say 3 years.

Other than San Antonio, Chicago, and Utah, all of those teams would fall in the recently new owner group. New vs. Old was reportedly how things fell a bit during the last CBA negotiations, basically people that owed Stern vs. those that didn't.

Makes sense. I don't see why they would change it anyway. I kind of wish they would just go to a straight system, like the NFL. I don't really care about tanking (fans will penalize those teams enough) and the lottery system is already shady. Just invites more conspiracy talk..

According to Zach Lowe a lot of teams are pretty angry at Philly for what they see as abusing the system.

So it appears that the guys who have no trouble attracting free agency also want an advantage in the draft, as well. GTFO with that shite.

How about we start requiring FAs to accept the highest certified offer? Then teams won't miss out on good FAs because they are teaming up on deflated contracts on a big market team.

Exactly. Old vs new could have something to do with it, but everything I was reading basically said Philly and OKC were lobbying all the small market teams or teams that have trouble attracting free agents and saying, " don't let them fool you into thinking this all about Philly. Yea they're the ones abusing it now but what this is really about is the teams who already have a huge advantage in FA want even more advantages by taking away our best method for acquiring talent."

And I guess it worked
